Making publicly accessible water non drinkable is a whole thing though. The water at the public toilets around the central train stations here comes pre-soaped so homeless people won’t fill up water bottles.
The difference being that this water isn’t intentionally made non-potable, it just isn’t made potable in the first place, which is reasonable for use in toilets. The sign doesn’t say anything about sink water, so I’d assume that is potable.
