Isn’t this literally a plot point in Jurassic Park? The Paleontologist says they should have feathers and they say they used genetic engineering to make the dinos look more like the cultural perception of them.
apparently feathers were suspected but not quite proven at the time, so they just went with scales because they’re easier to render than feathers and then handwaved it with genetic engineering
