While the bourgeoisie are of course the ruling class, and this includes power over the state, the mechanisms they use allow for someone like Biden to easily do what I mentioned. But he could withhold much from the Israeli project and only a minority of the ruling class would whine about it - those with major investments in Israel.

My wild guess is that he’s worried that an invasion of Rafah would be butchery and a bloodbath so bad that the aftermath could continue to election day and he might have totally fucked himself out of any chance for a second term.
