I managed to get the outline feature on GIMP to work but it still doesn’t look that good 
Do this
copy these settings 
grow controls the outline

edit: it’s in the “filters” tab
Doesn’t matter as long as it’s human comrade

- add a new transparent layer, above your background
- add text in whatever color, color, size, font, etc. you want. This should be above your transparent layer.
- select the text and go layer -> Text to path (it will only be visible on the floating text layer)
- go to select -> selection from paths (shortcut: shift+V)
- go to select -> grow, select an appropriate amount of pixels
- select the transparent layer
- bucket tool (shift+B), select fill whole selection. set your color.
- click within the selection to fill.
And done! After that, you can export the image.

It’s so annoying that thiz works better than the actual outline option that it took them years to add
Yes and no, on one hand it is a simple, common use case so it feels needlessly complex, on the other hand it’s very complex, powerful open source software, so adding a built in button for all common use cases just adds complexity and takes devs attention away from other features. But I think no matter the opinion on this, the text tools need A LOT of work.
Ok, but not all “common use cases” are born the same… We are literally talking about text outlining, which you are absolutely gonna need when putting text on any image. It should be as easy as changing text colour.
If you put it like that, then why do we need the “scale” and “rotate” tool, when we already have “transform” which does both and more?
“[Gimp] is an image editing software, not a text editing software, …” actual answer I got from a major contributor about this exact concern like 15 years ago.

Text very often goes on images, boil that contributor /j
I have no interest in arguing about this. I’m not a GIMP dev and I have no sway over the allocation of their resources.
The default outline option also used to crash my GIMP for unknown reason, it just started working for some reason
