it’s somewhat common to do this with a person’s surviving spouse. the idea is the person who knew him best would cast votes as the dead guy would, which is ostensibly what the constituents voted for or lobbyists bribed for.

Actually this looks less sinister than it sounds. It seems like after their parents died Lindsey adopted his sister so he could be her legal guardian. She might have otherwise been made a ward of the state and stuck with a foster family.
