I don’t think that’s “passive voice”, it’s intentionally choosing a softer word, (though even that may be more of a liability one. Same concept as the media using every word but “children” to describe people killed in Palestine.
Passive voice would be.
“A baby in a car was shot while police were responding to a shoplifting report”.
Or if they wanted to dial it up to 100.
A male black baby was involved in a shooting with police responding to a shoplifting report.
You are correct. They said he killed the baby. Active voice. Accurate. Not softening the blow very much, arguably a little, but it’s also very easy to argue that their word choice is justified in the pursuit of covering facts.
Well, they want to leave it open in case the baby had a gun. /s

Just in case someone here didn’t get the memo: the American corporate news journalistic establishment failed catastrophically in 2016. Everything since then has been wallpaper.

It’s a movie about a man who is accused of doing something to racists who seem like they’re going to get away with doing something terrible.
Anyway… Good movie.
Even if they were stealing diapers that does not justify fucken deadly force. Its a box of fucken diapers. Let them take it. This poor baby had his life stolen for no reason.
I’ve seen this in other contexts: if you see someone stealing diapers, no you fucking didn’t.

Most of the gunshots were on the passenger side, where the baby was. Stopping the car was never a consideration.
Maybe keep them on to shoot innocent dogs?
