Might be a hot take, but I always found it to be pretty good, especially on the story side. Played the PC version from day one. Yes it was still buggy, but not nearly to the level of the console ports.
It’s definitely much better now. Notably, the police system is now much more involved. You can fknally ride the metro. The DLC is also very worth it.
If you are playing on PC and have the horsepower, I strongly recommend one of the many mods to increase population and traffic. It makes all the difference for immersion when the city is actually packed with people everywhere.
