    How do you even enforce this?

    I’m guessing they’ll either be pulling over every woman they see using the highway, or they’ll have to somehow get the medical records of women then determine if they used the highway and add some other charge?

    This is absolute nonsense and the implications of its enforced are basically admission of Texas being a massive surveillance state.
