Can I get a list of those counties so it’s bad PR for them?
They’re being lured there with the promise of work, then their passports are taken and they’re sent to the front line. It’s not their fault.
It is for North Korea and possibly others.

Note that except for NK, this isn’t their government sending them. Russia puts up ads in even poorer countries, basically. Sometimes they’re not even up front, it’s just “great paying work in Russia”. Or even specifically advertised as totally peaceful, and then the deal changes once you’re on their soil.
Pick a 3rd world country, particularly ones that don’t like the West in general and the US in particular. It won’t be bad PR, they don’t care.
Most of Africa, South & Central America, parts of Asia. There’s probably also a few from the middle east and Serbia (not 3rd world there obvs).
