I fully expect this to be overturned by the Supreme Court, with the ruling determining that HVAC was not specifically mentioned in the constitution.

Yeah, this would cost more than the prison itself probably. You’re not demoing a residential building, these are reinforced concrete walls. I hate to play the dick card here, but they’re felons. They’re kinda supposed to have a really shitty experience?
We do have the 8th amendment. Also overheated people tend to be become agitated. That’s a good incentive to keep people more comfortable on its own in prison environment.
When you incarcerate a human being, you take on the responsibility of their livelihood.
I’m not sure why that isn’t a given.
Just because they are horrible people doesn’t mean we should be.
Doesn’t need to be heaven, but should make sure it isn’t hell, too.
