Found this in Colindale in northern outer London, which isn’t exactly known for its gang violence. I’m getting “How do you do, fellow knife-wielding criminals?” vibes from whoever did this.

Probably. If it weren’t in an area of London that doesn’t get many tourists, I’d assume it was done by an American tourists trying to write something stereotypically English.
