It really does seem like he just thinks tariffs are just the other party paying that percentage of the cost of goods. So 100% means Europe just pays for all of it and the US gets it all for free.

And gasp regulations and/or "digital sovereignty,’ which will probably end up being balkanized internet, knowing Westerners.
