Kissing the hand was what made it go from harassement to assault. So the Headline does portray the ruling correctly.

To play devil’s advocate, the supreme court ruling explicitly mentions the act of kissing the hand as to why they classify this as sexual assault, instead of just harassment.
Anything against a person’s will is assault. I don’t get why is this so confusing…
