Michigan got that land as compensation for losing the only interstate (while still claiming to be in the same country) war to Ohio, where Ohio took Toledo and the southern border of Michigan was adjusted to give Ohio the city and the land.

All of that to say, yeah take the UP away from them, they already have a track record of losing parts of their state to their betters, and they won’t be able to do anything without big daddy federal stepping in to help them.
