While it certainly does, I would also argue that panels 3/4 imply he has already taken some sort of drug. Maybe it’s weed, maybe it’s a highly specialized power-suppressing drug to keep him at 0.000000013% of his total abilities that has a side effect of translating Dog.
We don’t know how much time passed between panels 2 and 3. Seems like he took the time to make sandwiches
