It does not. The bill explicitly excludes DNS and VPNs
They can do this in most of europe too but they’re ultra lazy about it. The major sites move to new domains too quickly and frequently causing them to get bored and give up for long periods of time before someone else with an axe to grind gets a new high up job and tries to prove themselves.

I remember using mIRC to ddl releases straight from the translators. It’s obvious this will only ever target people trying to directly stream from the easy websites. At worst it will only push me to return to strictly using VPNs or whatever to torrent, but I guess that’s the point. They expect to curtail piracy by pushing out the people who don’t know how to do it properly.

They’re making it illegal to do the thing that’s already illegal, so now you have to double obey the law!
They’d get ISPs to stop displaying certain sites. VPNs would still work.
That last part is essentially my point, all this would do is increase interest in VPN’s
