I think BC should start requiring AC in a home if you’re going to rent it. Just like you should have a fridge and a toilet.

Also, I think weather control films for windows should be encouraged(like tax rebate or subsidize the vendors), cause it would both cut summer and winter electricity usage by blocking/reflecting infrared radiation. It would lower the burden of BC Hydro and cut utility cost for people but it’s like dame expensive. There should be building code for these utility saving in place if we are serious about climate change.

There are energy efficiency minimums for new builds in NBC 2020 Part 9 and I think the BC step code is more strict than NBC.

    2023 building code section 9.33.3.1.2:

At the outside summer design temperature, required cooling facilities shall be capable of maintaining an indoor air temperature of not more than 26°C in at least one living space in each dwelling unit.

If you can FIND an apartment for under $4/sqft built after 2023, you should be set.

It’s an understandable argument to say that rental costs will go up if air conditioners are required. However air conditioners are proving to be as essential as water and electricity. With recent summers, apartments without air conditioners can be deadly, especially for the elderly.
