The top image implies a shuffle. Those foils are now garbage.
the joke being that mtg cheapened their product and their foils come out the booster absolutely fucked. the argument is that foils are not meant to be played. and if you tried to use them in a tournament they are flaged unuseable, because they are not uniform to standard cards.
