Vilmantas Vitkauskas, head of Lithuania’s National Crisis Management Centre (NKVC), told reporters on Friday that the two countries are analysing procedures, logistics and infrastructure capacity, with the plan to be finalised once the two governments reach agreement.
The announcement coincided with the start of mobilisation exercises in Lithuania, which include joint testing of cross-border evacuation procedures with Poland.
Vitkauskas said the Suwałki Gap holds major military and logistical significance, and that Polish involvement would raise the level of the drills.
A Polish delegation of around 20 officials from various institutions is expected to travel to Lithuania to review procedural gaps before the joint plan is finalised.
The exercises, running until 2 October, are Lithuania’s largest annual test of its mobilisation system, covering scenarios such as cyberattacks, disinformation, sabotage, disruption to energy and communications networks, and the protection of critical infrastructure.
About 3,000 officials and representatives from institutions, local governments, companies and NGOs are taking part, along with roughly 1,000 volunteers.
