I think the 70s just looked like that…
They were just so happy to not be in black & white anymore.
The 1976 photo looks like it was taken with a grey overcast and the grey stone of the city giving a mass of grey scale, looking like the colour is sapped. The colour of the colourful cars though look right
The 2021 photo is brightly sunlit and has plenty of green grass and tan paving so it looks more colourful, also the trees have no leaves so the building behind them is visible
