Thing is, I’m not sure you can really be a victim of bestiality. Bestiality is sexually abusing an animal, and if the human is being coerced, they are being sexually abused - by the person who is coercing this.
So a victim of bestiality properly adjudicated wouldn’t even have anything on their record, I should think.

I’m generally not sure if you can separate the coercion from the physical act, as the victim is fucking the goat after all, even if under duress. They are a victim of that crime.

I suppose the pertinent question becomes is it more likely this adminstration cares about the victims of bestiality or more likely someone was filmed fucking a goat or throating a horse.

Arousal is a physical response, and entirely involuntary. Yes, a victim can show an arousal response. They are still a victim, and deserve compassion and support.
