The line about putting the responsibility on the victim to monitor things does make me think. If imprisonment isn’t warranted in a stalking case, then surely the stalker should at least be relocated and put under some kind of travel restriction.

This is just straight up a good idea. I also think this should be the punishment for doxxing. If you do this stuff, you should have to go door to door and introduce yourself as a harasser to your neighbors, and people should be proactively warned that you’re in the area.
These crimes are both extremely disproportionately gender-based violence. About 80% of stalking victims are women and over 95% of doxxing victims are women. The perpetrators are men over 98% of the time for each of these, and it’s one of the most consistent crimes for serial offense.
