If people are littering there it clearly isn’t a no-go area. If anything it’s a go-too-much area

Littering is one of those things I think should be enforced with a vengeance and brutally shamed - it’s a fundamental infringement of the social contract. If you’re fine with littering then it’s a lot easier to excuse yourself from more abstract evil.
