So more people end up unhomed. They can’t find work because having a safe place to rest and have hygiene resources is key to holding down a job. So… Now you have less tax revenue, and more burden on the state via policing instead of paying for housing support in the first place.

It will work if the objective is to make society worse while enriching the oligarchy and spreading chaos overseas, yes.
