The caveat is, actions have consequences, and a prudent person incorporates those consequences into their calculations of how much they want to do something. I want to drink beers all night, I don’t want to be hungover tomorrow, so my net desire is to just drink a few beers. I could drink more beers and incorporate hydration and aspirin into my evening plans, or I could drink all night anyway and deal with the consequences tomorrow.
Getting permits and doing things “the right way” is a strategy to mitigate the consequences you face for your actions. There are alternative strategies, but if you do nothing to mitigate your consequences, you may be unhappy with the result.
So do what you want, but take precautions or the consequences may outweigh the benefits.
There are also potential consequences to your goal, not just personal consequences. If your goal is to make people consider your position, or reckon with how common unhappiness around a given issue is, making yourself seem hostile or unjust is counterproductive. It makes it too easy for people to dismiss you and carry on with their notion that the state is just.
But ultimately it depends on your specific goal. If your goal is to interrupt, disrupt, or impair something, then it may not matter. Its just a question of what the right tool is for the moment.
Are you trying to address the nation, or be dirt in the cogs? Are you hoping to change sentiments, win hearts and minds, or are you hoping to materially impact what’s happening? I think both are pretty important but what’s effective for one is not neccisarily for the other, and it ought to be intentional when people pursue which goal.
