Whoever laughs at the other party with the most derisive glee wins the opportunity to pass a “law” of his or her choosing. Arguing the loudest with the best insult gets to “second” it. There is more civility in a middle-school classroom. But “Ooohh! Good one!” seems to be the rule of the day. /s
