If you include those who were registered to vote, but didn’t or couldn’t (i.e. didn’t have ID after new rule came in, spoiled ballots etc), this has already been the case.
Kier Starmer recieved about 20% of the possible votes in 2024 (34.7% of a voter turnout of 59.7%).

Honestly I’m just hopeful that the polls are wrong about Reform’s popularity. I would like to hope that people would look to change from a progressive perspective rather than a regressive one.
Cause if Reform truly get their way, the UK is going to become a whole lot scarier to live in.
Reform’s popularity is based on endless media hype. But if they gain control of a few councils in the May elections, people will see what a mob of hateful incompetents they are. And that’ll get out through direct experience and word of mouth. It’ll be harder to maintain top-down shaping of the narrative.
It it’s any consolation, polls have consistently found Greens to be the most popular in the 18-50 demographic. Some polls even 18-60 demographic. Reform’s votes are coming from dominating an age group that is well, dying out.
It wasn’t 60-year-olds putting up flags on lamp posts, it was idiots in there 20s
It’s true. But they are far from the majority, or even a plurality, in that age group.
