Edit: I just tried, and I can log into and use my lemmy.world account just fine over a VPN. Are you sure you don’t have a VPN issue instead?
Lemmy.world takes the official stance of blocking VPNs:
We do NOT block login or viewing. We only block certain destructive / distruptive api endpoints abused for spam ( E.g. posting, commenting, registering )

Lemmy.world is federated, use any server that it federates with, as you’re doing right now.
Reddthat.com works fine with Tor.
Could you elaborate that lemmy.world is blocked in UAE? you mean UAE is blocking lemmy.world or lemmy.world blocks your connection?
For now i suggest you using a federated instance like lemm.ee, discuss.online any that is federated with lemmy.world.
You probably know why we are blocking vpn/tor posting things.
