A ban on burning a copy of a holy book is dumb, but some international Muslims keep taking the bait and racists aren’t going to stop baiting them, so this might actually be the best solution.
The best solution would be to apply existing hate speech laws to public gatherings dedicated to publicly “hating” people of a religion or some other minority e.g. LGBT or something else.
