Actually, I’m quite certain there is no evidence against Clinton–otherwise the Trump justice department would already be pursuing him as a distraction.

The rubric gives only a small amount of context. Do you think it should explicitly say “contains college-quality writing?”
I usually put that crap in the syllabus.

Small regional comprehensives, liberal arts, community, and technical colleges never had the funding or connections you are thinking of.
Big, prestigious unis get the real money, and have major divisions to grow it. Even mid-level universities often have middling people (at best) to manage their money and keep things flowing.
Most is a wild overstatement. At the top, yes.
