The Debian bug tracker web portal (bugs.debian.org) has become unreachable. Website availability checkers say it’s up. Those test services are never competent enough to do a separate test from Tor. But it looks like Tor users are being flippantly blocked without even the decency to send an error msg.
We can only speculate what is happening because it seems there is no page that tracks the status of all the Debian services.
The Tor block is likely an over-reaction to the flood of spam that has been hitting the email addresses. They have closed the barn doors after the horses have bolted. The web service made no attempt to mask people’s email addresses. There was once a bug report against the bug tracker itself complaining about the exposure of email addresses. IIRC, that bug report was rejected.
Update
It turns out bugs.debian.org is reachable over tor exclusively from Tor Browser. Using a different browser results in a nasty kind of block that silently drops packets.
