It is a poverty problem though.

An average person start working and get paid nothing until the month ends then they’re paid in full.

An African getting paid same amount but on daily basis is actually in a better financial position and should be able to afford whatever the average person is able to afford.

The real problem - in my humble opinion - is that Africans are getting paid much less (i.e poverty) so they don’t enough money saved by the end of the month to start buying in bulk.
