I may be a loon but I strongly believe China’s actually trying to get to AGI, it was a spoken goal by Deepseek and I have reason to take it seriously.

China is also the ones behind 6G. There’s probably a bunch of other stuff I’m forgetting.
Getting to AGI would actually be a threat to America the same way Deepseek was. For the same reasons BYD is banned in the US. But likely on a larger scale. And the way I see it, China’s population of working age people is declining so if they wish to continue to be as extremely productive as they are, the realization of an AI capable of automating a high amount of jobs is in their interest. It’s also in the interest of communism. Remember the LTV and imagine how much prices will collapse.
It’s pretty explicitly laid out in the 15th 5 year plan outline released earlier this year. Under chapter 12, section 2, it reads:
鼓励多模态、智能体、具身智能、群体智能等技术创新,探索通用人工智能发展路径。
Which translates to:
Encourage technological innovation in areas such as multimodal systems, intelligent agents, embodied AI, and swarm intelligence, and explore development pathways for artificial general intelligence.
In my view, it seems like China is focusing more on the immediate applications and diffusion of AI, but also believe that pathways to AGI are worth researching and pursuing.
If by AGI we mean AI systems that can continuously learn on the fly to do new tasks similarly to humans, then I definitely think that’s what China is working on. And it’s not really a conspiracy theory. This would be an obviously useful technology that will facilitate mass automation on unprecedented scale. However, if we’re talking about AGI in the whole Vingean singularity sense, then I don’t really think that’s what they’re focused on. There’s actually a good interview with Alibaba Cloud founder where he explains the strategy in China. The idea is to get quick wins, integrate this tech into practical application, and iterate.
