Eh. Something is slightly better than nothing, but they can, and will plow over this with a big truck, barely slowing down. It’s not very effective. The cameras are there to show where the fence was breached, I suppose. They’ll know weeks in advance where Russia will break through due to build up along the border.
This is really more for political show than real protection.
It does help prevent grey-zone intrusions - it’s difficult for Russian soldiers to “accidentally” enter Finland when they need to go over/through this fence.
What about protection against infiltration and such provocations?
The only thing I can think of is for it to prevent military intelligence spys from walking over the border to do bad things inside the country (like assassinations or infiltration or collecting Intel)
The whole idea of the fence is not to stop advancement, but to funnel and direct it to more advantageous positions.
This includes having heavy machinery plow through it and creating entry spots.In addition to that it makes illegal civilian entry and little green men excursions more difficult.
A corner stone of the Finnish defense forces is to make invasion troublesome/costly enough to not be a good idea, to put it lightly.

Pretty much the entirety of finland’s infrastructure is designed to repel a Russian invasion.
Why? That doesn’t look like it would stop a tank or a drone.
