one of the major fears of the olds was that kids were posting on IG looking cool as fuck with their vape clouds, thereby encouraging others to vape in hopes that they too would look cool as fuck. so it sounds a reasonable regulatory intervention to require the use of an app that takes a picture of you. hopefully it can be integrated right into IG.
