Which I never understood. If Waldo’s core design is intentionally made to be distinctive, so it’s definitive when you find him, why are 30% of the other characters dressed like him?
If you want commonly dressed characters to be confused for him at first glance, why make Waldos outfit so iconic? Put him in blue jeans and a T-Shirt. But make his face distinctive.
