In short, Toga is a villain, and Uraraka is a hero who tries to see the good in everyone, and tries to “turn” Toga. Toga, who became a villain partly because she was shunned as a child for “looking crazy,” asks Uraraka if her smile could be pretty, and Uraraka tells her she has the most beautiful smile in the world (while to us it’s downright terrifying). That’s what’s happening during this scene. It’s either in the seventh or eighth/final season of the anime, I forget which.
