I have multiple theories now.
One is that Jenkins never left Funhole Peaks after he became a Field Content Agent, he went fully mad and lives in the alley behind Ralphs, thinking it’s his office.
The other is that he never worked in Colonial Farm Road at all and has always been the town’s madman.
To keep the Lynchian vibe it has to be both. Funhole peaks exist inside the colonial farm road world (office) and at the same time colonial farm roads only exist in the mind of Jenkins. What’s important is that it can’t be clear.
