“nuclear-capable” here is part of Russian psy-ops. Another way to frame it is that they are wasting their possible nuclear capable launch systems (of which they have few working) to deliver dumb kinetic payloads.

One explanation could be that they know their nuclear weapons don’t work since they haven’t been propely maintained.
