I always thought it was one of those “it never happened, but historians hated him and made up some facts to show everyone how dumb and stupid he was”.
The ‘war against the sea’ factoid isn’t even new: greek historians said the same about Xerxes (iirc he ordered his soldiers to flog the Hellespont), and that one was almost certainly fake as well.
