The shocking part is him saying it out loud. I think it’s a good step.

This is actually a good thing. Someone became a cop, rose to the top, and once he got there he called it out and is working on change. If he had been this openly anti racist while he was a young cop, he never would have made it to where he can actually do something about it. Hopefully this is a good step, knowing that someone inside is now making it officially known that there’s a problem
