I saw someone recreate that dress in a paint program, and I was like wonder if I could do it in blender. Yes you can do it in blender. I included the blend file just to show I didn't animate the shaders or anything. I just turned down the color temperature of the spotlight and up the exposure on the spot light to recreate the color change. (📎2)
