It is simply too late for the USA to subordinate China this way. Perhaps two decades ago this might have worked, when the West saw China as its permanent cheap labor supply.
But in just over a decade, the situation went from “hey maybe we should Pivot to Asia” to “China is a threat to American hegemony in every arena”, and the gridlocked American political system was unable to respond in any conparable time frame.
