The man threatened passers-by, lit a fire and set off fireworks, police said, and was then detained. The building houses an Immigration and Customs Enforcement office.
I like that the NYTimes called fireworks an explosive device to make it seem worse than it really was.
Also “explosive devices” to the NYT probably.
